The Master of the vessel and the Port relies on the Pilot’s expertise and Competence that are

1. Local knowledge; what are the peculiarities of the currents, tides (if any), depth, shoals, winds and any inclement weather.

2. Vessel maneuvering characteristics, depending on type and size of vessel and draft, relative to the channel’s depth, current, wind etc. Be familiar with vessel’s Radars, ECDIS and other electronic navigation systems on board the vessels.

3. The type and power of the assist tugboats, communicating with the tug Captains; ensuring that the tugboat is in a safe position relative to the vessel and works against the vessel safely and efficiently.

4. Once on board the vessel, the Pilot needs to safely direct courses and speeds of the vessel, based on his specialized knowledge of the above, to enter and depart the channel. Maneuver the vessel to and from the Berth using engine, rudder, tugboats and bow thruster (if available).

5. Gives directions to the crew (through the Master), as to steering and engine orders, proper positioning of the crew, to be prepared to lower the anchor or make the tugboats fast; and proper number of lines, and sequencing of the tie up.

6. Communicate with shore personnel to ensure proper positioning of vessel and proper sequencing of running or letting go lines.

7. Advise vessel’s Master of local information, including harbor rules and customs, if any.

8. Administratively, a Pilot must keep proper logs and data updated, generate input for safety procedures and make recommendations when necessary.

9. Provide advice and expertise in marine related matters including navigational aids and marine structures.

10. Maintain compliance and positive relations with Port Administrators.

11. Assist the Marine manager with the promotion of Svitzer Costa Rica and its services including attending and representing at related meetings and conferences.

12. Monitor weather conditions and report in advance any adverse forecast that may affect operations.

DEMONSTRATED COMPETENCIES:

A. Pilotage, Navigation and Berthing/Unberthing, Operations:

1. Provide efficient and competent pilotage services in accordance with the TCM and Svitzer Costa Rica requirements and the Costa Rican Marine Regulations.

2. Assist with the coordination of all arrangements for vessels arriving, berthing/unberthing, shifting and departing.

3. Completion of relevant pilotage documentation and accurate provision of information for charging.

4. Liaise with pilot boat crew, linesmen, line boat and coordinate towage requirements.

5. Advise the proper Authorities regarding any Navigational hazards.

6. Ensure all Port berthing and navigation are in compliance with marine regulations.

7. Comprehensive knowledge of shipping, navigation, port operations and the applicable regulations as the regulations pertain to piloting.

B. Communications & Relationships:

1. Positive contributions at meetings to assist with TCM and Svitzer’s trade development and expansion planning, as well as the ability to convey ideas in a succinct manner. Share information, knowledge and ideas that will assist others in the effective day to day operation of the Port. Present analytical and flexible approach to problem solving.

2. Liaise and Maintain positive relations with TCM’s Port Management and other senior Port personnel, including mooring gang and ship’s agent, as regards to daylight, size or draft restrictions.

C. Health, Safety & Environment:

1. Compliance with all relevant marine WorkSafe and environment policies and procedures.

2. Cooperate with the investigation of any breaches of health, safety or environment issues.

3. Assist the Marine Manager with the implementation of marine security and emergency duties as required, including the coordination and execution of the Port emergency plan.

4. Assist the Operations Manager in the coordination of marine oil and chemical pollution clean-up operations within the Port boundaries.

D. Marine Pilot General Obligations:

1. Act with loyalty honesty and in good faith to TCM Terminal and Svitzer Cost Rica, as well as exercise reasonable care and diligence.

2. The duty to use information acquired properly and not at the detriment of TCM Terminals or Svitzer.

3. Ability to manage relationships and maintain rapport with personnel at all levels. Treat colleagues and customers with courtesy, consideration and sensitivity, always in a professional cooperative manner. Show real concern for other people, is interested in other’s opinions and listens carefully.

4. Maintain effectiveness in varying rapidly changing environments and with different tasks, responsibilities and people; with the ability to shift priorities with simultaneous demands.

5. Ability to be flexible and responsive to changing work priorities while maintaining a work methodology. The ability to think and react immediately to problems and issues without losing sight of the long-term goals.

6. Ability to perform any reasonable work directed by TCM terminals as well as Svitzer, as long as it is safe to do so, and within the level of Marine Pilot’s skill, competence and training.

E. Ongoing Training and professional Development:

1. Periodic Reassessment. Pilots are to be reassessed at intervals not exceeding two years. This will involve each pilot being required to carry out a pilotage movement overseen by another unrestricted pilot for the purpose of assessing all aspects of the pilotage operation. The assessing Pilot is to complete an evaluation form.

2. A pilot must be committed to acquiring new capabilities and should constantly strive to improve knowledge and performance. Ongoing training may include:

- Computer Simulator Training

- Relevant short courses such as Bridge Resource Management and advanced pilotage courses.

- Industry Conferences and/or meetings.

- Visits to other ports to observe pilotage operations and Procedures.

- Other training as considered appropriate by Svitzer.

Pilots are to actively seek information regarding matters which may affect the day to day operation and methods of pilotage
